Mobile Caster
Casting no longer costs half the character's movement
Casting a spell allows full Speed instead of half. The character advances, circles, or retreats through the whole incantation and the release (9).
The feat raises the line for casting, and nothing else. A long incantation, a ritual, or a spell held through concentration allows no movement at all, and still allows none.
